Commencement – Chairman Napoli called the meeting to order at 7:20 p.m.
Discussion – Proposed Neighborhood Overlay District
Co-Chairman Winters explained that the purpose of this discussion is to review and approve language for zoning amendments to allow a Neighborhood Overlay District. .
The following issues were addressed:
Acreage of the overlay (total acreage, vacant land, and what is currently built out)
Density
Requirements of Section 7.2
Moved by Co-Chairman Winters and seconded by Member McArdle to accept the articles as printed, reducing the density from 12 units per acre to 8 units per acre. VOTE: 2-5-0 (Co-Chairman Winters and Member McArdle in favor, the remainder of the Board opposed)
Moved by Member Briggs and seconded by Member Magauran to approve the language as amended, making the density 12 units per acre. VOTE: 5-1-1 (Member McArdle opposed, Co-Chairman Winters abstaining)
Moved by Member Magauran and seconded by Member Briggs to forward the articles to the Board of Selectmen for inclusion on the warrant. VOTE: 7-0-0
Moved by Member Briggs and seconded by Member Crowley at 8:10 p.m. to adjourn. VOTE: 7-0-0
